My problem with the Maquis is that I can't believe the Federation would willingly turn someone's world over to another government. That smacks of appeasement and I don't see the Federation going that route.

Which is one of the big problems I have with the TV series (plural here, not singular). The portrayal of the Federation (though it's really just humanity) is just so bloody inconsistent, from series to series to, even from episode to episode.
They'll the paragons of good that they claim to be one episode, and then turn around and let entire cultures be wiped out because "who are WE to interfere in their natural evolution" the very next, and they won't even bat an eye and keep right on preaching about how righteous and good the Federation is.
DS9 is one of the strongest of the series, in my opinion, because it dropped the pretenses, admitted the Federation is a bunch of hypocrites with a few, admittedly very, good people in it, and EXPLORED THAT; warts and all. And in the process, it featured real people in place of caricatures (though, admittedly, it still had a freighter load and a half of those) and it had actual heroes who did the right thing, damn the Right Thing(tm).

The Prime Directive caused a lot of problems in all the shows. I can understand it's intention, but then the writers turn around and throw situations at the crews were it just didn't work.
