In the Whistle Blower DLC there is this creepy scientist who licks the protagonist's face after he gets captured at the beginning. This guy feels like a character who was meant to have more scenes. Like how you run into the Evil Suit, a couple more times I think you were probably meant to run into this guy a few more times. He is such a solid and evil character but then he just drops off the face of the earth once the inmates start rampaging.
My theory is that something unexpected happend behind the scenes. Perhaps the voice actor wanted more money then RedBarrel, were willing to pay so they were like "The hell with this guy. This is just DLC not a main game so we can afford to leave out one or two little character interactions." Or for all we know the voice actor died or was incapacitated in some other way.

Jeremy Blaire, is the Evil Suit I mentioned. The Creepy Scientist I'm referring to is named Steve. If you replay the DLC I think you will see that Steve, does seem like a character who was intended for more.
