The UK is a monarchy, and it's had mayors for a couple of centuries at least.

The current Queen of the United Kingdom, Elizabeth II, has been ruling for 60 years or so, as part of a monarchy which goes back nearly eleven centuries to the year 927. Even earlier, to 519 AD (1,493 years ago), if you count the early ruling monarchs of Wessex - the later Wessex monarchs expanded to rule much or all of England.
