So whats the point of the charging handle and magazine relese if its an energy gun?

The green lever is for locking and releasing the power cable from the socket unit. The "charging handle" is for releasing the entire socket unit itself and can be replaced with another socket unit that accepts standard lasgun power pack when required.

there also is the heating issue with Imperial las weapons in 40k, the guns are hinted in some of the lore to have a oil that burns off the extra heat when fired and that causes the gun to kick (thus the stock) and if not for that oil the gun's entire barrel needs to be replaced after every hundred shots or so. Thus it's easy to assume that removing the socket is part of replacing the gun barrel.
