First of all I doubt you know enough hostage cases for that statement to mean anything and even then the hypothetical situation CAN happen and why not? A ball gag is a far more effective gag than a simple “OTM” gag, since it’s near impossible for the victim to get it off without help and it renders their speech unintelligible so it does what a gag should do more efficiently, so why wouldn’t someone use a ball gag?
