It's more default photoshop tools like Liquid tool, Mixer Brush, Brush (to make that border) and font on background, layers with mask to made glasses and blur on background, saturation tool with masks to correct colors and of course Bcurves and brightness.
I used Nick Color to add noise, but you can do same thing with Photoshop noise. They are actually equial just diffirent UI to set up noise settings.
And i used MLB filter to add little glow. You can do this in photoshop, it's more complicated but more accurate.

know it, it's multiple filters + skills edit, i wish they can build a tool to shortcut all this steps, i use filters tool called (Topaz) look on youtube it's a shortcut for many filters in the same time, but better then nothing...

I used Topaz when i was a begginer, they...do the jobe done, but not really accurate.
