This poor fella, he was a puppy at the Carnivale. The dog breed is called the Grey Ghost (Weimaraner) because of the sheen their mouse gray coat produces. It's almost as if they glow.Related content

He doesn't look "poor" at all to me.
He's wearing a Gentle Leader head harness, which is not a muzzle. It's a great training tool for large, powerful dogs that otherwise would drag their owners on walks. My Weimaraner wears one, & she's perfectly happy.

My dog also has a weimaraner friend [link] and the dog usually wears this head harness too, his owner said that is the only way to protect himself from being dragged around by the strong dog;]
It doesn't harm the dog at all, and when he doesn't pull, he doesn't feel it at all.
