I don't know what's up with the "The Penguin as a mayor" Plot. A lot of media played with the idea, but no one plays with the actual idea: Show Cobblepot as The Mayor of Gotham for more than 5 issues. Like, could he become a good one? What would he do? How would this affect Batman and other vigilantes of the city? Or even law itself? What If he aprobes the death penalty, or replaces Arkham with a bigger prison? It just raises too many questions.
