It's stated in the mask movies and TV show. The Mask is also some times Called The Mask of Loki in some media and mythology. 
Loki Basically made The Mask as on last evil act against Odin before being captured. Some say that Odin even sealed Loki into The Mask, where he would slowly devour the soul of the wearer before fully taking over the wears body as his next vessel. Others say that The Mask was made by a God of another Culture who gifted it to His/Her mortal followers as a test to see if they could withstand the madness The Mask brought the Wearer. But most media and Norse mythology points it to being made by Loki. Thou it is not truly stated if Loki is or is not sealed within it.

Didn't knew that.
Well I think he isn't as the Mask never really lost his identity and got replaced by Loki.

It's just Loki power that is in it ,that makes the wearer becomes Loki like.
