Okay here is the scoop on this one. AGES ago when I was like 12 or so I used to have a RPG based sailor character who was Super Sailor Universe. The highest form of sailor. Now originally she was blonde with green eyes and her outfit was colored very similar to Sailor Chibi moon ( Pink White and Golds ) But that was long before chibi moon was even on TV so i didn't know. But I desided to do an update in colors and looks... DRASTICALLY O_O. I just started sketching on my Wacom and it came out of me ^_^;Since my hand is feeling better I went ahead and took a few days to color this picture.

Heyo ^^, its a brilliant color scheme and graphic art effects, you are a master with OC.
However the drawing itself has a lot of odd propotions.
1. The length of her arms should be below the waistline. You have it just at the waistline.
2. Her forearm should be half the length of her entire arm. It's smaller by about a hand's length.
3. Her thigh is HUGE! Bigger than the size of her entire waist. I love big butts and all... but again just looks funny.
There are a few other things, but I can't really tell at this point.

Anime is not about the bust size, Anime is animation slightly warped from actual human perportions. Their eyes are 4 times the size of a normal human, girls have un-naturally small waists that are so thin if they where real their spins would most likely snap. They have large hips to support the typical anime hour glass figure, and un-naturally long legs like barbie.
Every anime is like this, if it was perportioned properly it wouldn't be anime anymore, it would just be cartoon.
Take Goku for example, he has 12 abs... 12! how the heck does a man get 12 abs? Or the giant blocky looking muscles? How about Sailor Moon? They draw her mouth open so wide you'd have to remove your jaw bone completely to open it that far. How come you never see any fat anime people? Why are the children super chuby, tiny like kebler elves and have pointy arms and legs like star fish?

wowo I love her outfit. Yeah me and my friends did a spin off series on that show. Dear lord was it elaborate. I miss writing it but there was soo much to do on it.
