Kokona is Not a Rival, It's a Test Dummy, There are not any actual rivals in the game.
Info-Chan Won't Recongize Rival-chan because YanDev has not got time to add an AI to the character, Rival-chan is a Background Decoration.
Oka is Going to be a Rival, but she is for Now, just the First Rival besides Osana to be fully revealed, and isn't active as a Rival Either.

Kokona is just a test rival as Mulberry said. Yandere dev probably just gave her background to give sense to the eliminations method. I mean, if you didn't know she was involved in compensated dating, how could you damage her reputation enough to make her commit suicide ? Plus, compensated dating involves 50% of Japanese High school girls.. So it's not big background.
Furthermore, Yandere dev already stated that Rival-chan was included just to test the red aura in Yandere Vision. She has been in the game for a longer time that Kokona. ^^
Also, you theory about Info-chan recognizing Rival-chan or not is wrong, 'cause she recognizes Oka Ruto. Oka's a rival..
So in the end, Kokona's only a test rival right now. She may become the Cooking Club president or the Drama club's, but nothing like this has been confirmed.

Ive got the game, She didnt recodnize her. Rival-Chan is the girl standing near the tree. And if she was a test rival, Why was SHE the one being tested on and Not, Oka? Kokona is the only one who can be killed with the mindslave. So why cant you go kill Oka, Hm?

As I said, Oka is an OFFICIAL RIVAL. It has been stated by Yandere Dev himself. And, she is not the one who goes to bathroom, rooftop or anything. I have the game too, so what ? I know who is Rival-chan, thanks. She was the original design for Osana Najimi but YandereDev thought she wasn't looking Tsundere enough. Now she is another student. She was implemented for testing the aura in Yandere Vision.
Kokona was implemented to test elimination methods, and this was BEFORE Oka was implemented.Β Why she is the one we can murder with a mindslave ?
"The only reason it's easy to kill Kokona is because I need to test killing methods quickly for the sake of debugging the game."

Why hasnt she been given a place yet.
