Coming from the overshadowed and isolated town of Anville, Felicity's number one fear was simply passing through life and doing nothing of note until dying and being forgotten. Thus, she began her Pokemon journey in order to leave a legacy. Her fear of failure, and thus humiliation, makes her more than willing to be dishonest to get what she needs to maintain at least the illusion of superiority. Not to say that she isn't a skilled trainer, on the contrary; she's very impressive. But she's willing to sell out, lie, change her loyalties, or take advantage of others to come out on top.
