On the Moon world of Flo, The Canopy Kingdom and the World Government have a uneasy peace ( Long ago the Canopy Kingdom along with the Gigan Kingdom, Chess Kingdom and other Nations banded together resist the World Government's expansion. This War was known as the World Conquest War, at the end of the war a treaty was sign that the world Government recognize these nation's independence.) Canopy's royal family the Renoir knew that despite the peace treaty the World Government will eventually find a opportunity to conquer Canopy and bring it under it's banner and so in secret King Franz look for unlikely allies. Allies that hated the world Government just like him, Pirates.

One of King Franz greatest Pirate allies is the Whitebeard Pirates. King Franz and Whitebeard made a deal for their secret alliance, King Franz would give the Whitebeard Pirates both technology ( Such as Weapons and medical gear ) and Secret safe passage through the Canopy Kingdom's water ways into the Old World ( The Canopy Kingdom posses Oceanic water ways that both connects Canopy Kingdom's great bay to the old world's East and South Blues, As well it's Grand line. These Water ways are extremely heavily guard with only Canopy Trade ships allowed passage. But After the alliance with the Whitebeard Pirates King Franz built a secret water way connecting into Whitebeard's territory in the new world.) and in return Whitebeard and his crew would come to Canopy's aid if the world Government ever invades.

But After Whitebeard's death and with Blackbeard taking over Whitebeard's territories, Parasoul secretly lean aid to the Whitebeard pirates in the Payback war by leaning weapons and supplies, as well a squad of elite soldiers ( these Soldiers where disguise as Pirates. this was to prevent Blackbeard from learning of Canopy's relationship with Whitebeard) but even with Canopy aid the whitebeard pirates where defeated by Blackbeard. Fearing Blackbeard would attack Canopy, Princess Parasoul had the secret water way destroyed preventing Blackbeard from invading.

After the Payback Wars, Princess Parasoul granted safe haven to any remaining surviving Whitebeard Pirates, These Whitebeard Pirates living secretly as regular citizens of Canopy
