oh, of course... sorry i answer so late, i havn't seen your comment. it's actually pretty simple.
for the hair, i used an extra layer. i painted white over the area where my hair was and set it to diffuse glow. afterwards, i pressed strg+u and adjusted the color. (you have to click on "change color" on the left bottom.) i did the same with the skin to make it paler, but i think i left the color white. also, i had to decrease the transparency of that layer to make it look more natural. don't forget to paint the eyebrows orange, btw, it works the same as with the hair to change the color of the eyes, paint over them on a new layer, set it to overlay and adjust the color again with strg+u. i also made my lashes a little paler, think it works the same as with the hair, but don't overdo it with them. and i have no idea how i did the freckles. but it was something like this: make a new layer... then i searched for a freckle-like brush. i used a photo of a real redhead as a reference and chose a color that suited the freckles the most. i painted them on areas, where they are usual for a fair skinned person... i set the layer to a special effect, but i don't know which anymore. maybe hard light, i don't know. i used gaussian blur to blur them just a little bit (this is optional) and set the transparency so that it looked best.
using a picture as a reference is useful with all of those steps, i picked a few from google. also, you can use gaussian blur on the haircolor or the skin... but just in a restrained way... the more accurately you paint over it, the better
