Bulma just wanted to get in shape. She had no idea Vegeta's suggested exercise techniques would add so much muscle to her. It all worked out in the end though; it turned out bulging muscles and huge breasts were the Saiyan ideal of beauty.
While she has the worst hair style in the whole series in this picture, Bulma is spot-on everywhere else.
