In Adobe Illustrator and Adobe Photoshop. I just drew it with my tablet in Illustrator using the curve tool and the straight line tool. Then I imported that lineart into photoshop. I made several copies of the lines and filled them in with the different colors and then colored the lines as well. I reduced the opacities of the different layers and moved them around a bit, and then filled in the background and slapped on a border shape thing.
