The Turks are the Shinra's Black OPS agent, they aren't here to fight on a battlefield. They are here to murder, torture and kidnap. Knowing that they do it while being completley sane, I think that the Turks are indeed a lot scarier than any SOLDIERs...

Yeah, the Turks probably do more than SOLDIER even did. I mean they never did anything in the series with the exception of Zack, Sephy, Genisis and Angeal, other than that they don't do squat. Turks do most of the work.
