It's actually a key item used for a new weather type I came up with. A weather that has a chance to poison any pkmn on the battlefield (if they aren't immune). Much like how sandstorm deals damage on most Pokémon. The filter mask is also used in different areas such as the description stated, the toxic jungle.

Cool, a toxins galore inside a jungle but you have a filter mask to protect your lungs!! Great concept!
