Fingerguns make everything 20% better. It’s a fact of life.
This is really cute. I’m not super familiar with RWBY, though I watched the first few episodes. Overall this seems like an adorable break of character.
I really like the dramatic eye makeup. It brings attention to one of the most detailed parts of the piece and also solidifies her expression. Her irises are detailed very well, though they seem to be there independently of the rest of the eyeball. I like them being sharp like they are, but it contrasts with the otherwise blurred colors used elsewhere in the eye. I think either softening the edges of the iris or sharpening the rest of the eye would help. Also, the irises seem to be on a layer on top of the eyelashes and hair. A little bit of blurry shading on the iris might help it look more like it’s underneath the eyelashes.
I love her mouth and the shape of her head, as well as the proportions. The way her mouth is curved and the cheeky grin makes me think she’s saying “ay!” which goes well with the fingerguns. My only nitpick is that a little bit of the red for the inside of the mouth is outside the lines on the bottom. The curve of the teeth and everything else is great.
I really like what you did with the blurs of pink for her skin tone. They’re placed logically and accentuate how pale she is, which I feel is a good thing. Her character design revolves around it. However, these little bits of pink keep her from being flat. They make her feel friendly and alive instead of cold and dead. (They also tie in nicely with the red on her shirt.) The pink on her ear looks like a different shade than the rest, though. It seems brighter and less flesh-toned than the rest. I feel you got the perfect shade of pink for her cheeks and hands and eyes. Also, I like using the pink to shade her right side of her face, but it seems just a little dark. I don’t feel very strongly about it, though.
Overall your structure and design are very nice, but I’m not entirely sure what’s going on with her arms. Her left hand doesn’t have the bottom drawn in, unless that’s supposed to be a sleeve. If it’s a sleeve, I think shading the inside the same color you did the hair would help define it. The line going through her palm on her right hand makes it look almost like she’s holding something, though I don’t know what. I’m also not sure where her elbow is on her right arm. The hands themselves are great, though. You have a good proportion between the finger and the thumb, something I have a hard time with on hands.
I love the highlights on the hair. It seems a little distressed with the gray and the visible lines, though I usually prefer that in art. It seems like her hair is falling behind her head and over her shoulder/hand for the most part, though on her cheek the shading bleeds over onto her face a little bit. I also really like the little part sticking out behind her ear and how it’s shaded darker than the rest. As for the five lines near the top of her head, I think she’s wearing something in her hair though I can’t tell what. I think a little more detail and a darker color would help set it apart and give it some more definition, or color it the same color as her irises (unless you want her eyes to stand out as the only blue.)
It’s very cute, very expressive and has a lot of personality. Great job

In advance I'd like to say I am not familiar with this character so I will be using this as my reference.
First off I like to say that this image looks cute! I especially like how you did the eyes, cute! It's simple, and I like hair style.
Next off, let's talk about lineart. So, the lines of her face looks really looks think and bold, sketchy on her shoulders and her hair. Lineart is often used to emphasize on a certain thing, so bolder linearts are often used for the 'general image', like the body shape, outline of the shirt, and thinner lines for details, like the mouth, folds on the clothes, etc., so my advice on this matter is to try using a pen that's thicker for main objects and smaller ones of details. Thicker lines tend to make it look more cartoon-y, was that your intention with the chibi?
Next anatomy. I know that chibis often have larger heads than their bodies, but her hands just doesn't work. Her arms are too long, especially her left hand. The elbows are supposedly around the right hand's end in the image, so the left hand could be raised a little higher. In addition, the fingers look flimsy- your chibi style maybe?- and that the pointer fingers are really thick. There's an awesome reference to see about the hands.
Colouring. I don't know why you're colouring over the lineart. Are you on an app that only allows one layer? Her hair decoration looks like a mess (maybe using a thin line to draw the general image of it would help) and the fingers and skin is red (she looks rather pale in her reference). In addition, not sure why you coloured the scelera (white of the eye) with greys, it makes her eyes dirty compared to her clear eyes. The colouring is inconsistent (like her skin tone/hues), and whether the parts you coloured are shaded areas or lighters parts is unknown too due to this inconsistency.
Also, a small thing to ask about is the red things on her shoulders. Aren't they supposed to be a tall collar?

Looks already like a very unique style. Maybe try to not draw the hair over her finger and to smooth the colors more out. Otherwise it already looks lovely~
