Description
Utari in Ainu language means "brothers and Sisters", used by Ainu people.
Combined Communes of Utari was an autonomous republic(like Sakha in Russian Federation) of People's Republic of Japan. During East Asian Revolution in 1923-1925, one leader of Ainu independence movement, Yoshida Kikutaro(吉田菊太郎) claimed the independent state of Hokkaido, "Republic of Ezo", then renamed it in 1926 "Republic of Ainu". After foundation of People's Republics Union, Ainu joined it and became an autonomous prefecture of PRJ.
Utari was a federation of communes and trade unions, and its legislative institution was "People's Council"(人民评议会). Every commune and trade union had enough autonomy, and they could negotiate in local councils.
The ethnic groups in Utari includes Japanese(80%), Russian, Ainu and Nivkhs (inhabiting in Sakhalin Island and Kuril Islands). This nation was divided into three parts: Ainu Mosir("place of human", or Hokkaido), Karapto("Island", or Karafuto, or Sakhalin Island), and Kuril Islands. Utari was famous for her farm and coal mine. The important of Utari was agriculture and tourism, but government of Utari and PRJ were developing its industrial capacity because of coal mine. But the development had its problem: it is always tough to assimilate indigenous people into a modern society without loss of tradition and national identity.
