No it means to burn, so it's pretty much saying to give someone a passion for something that burns. (Comes from the Japanese verb "moeru")

That's going to happen, it's life and the life of fandom. There so many terms that we use in the manga/anime community in the West that are totally different from Japan. Lol, didn't mean to lecture though I'm really too easy going about these things, I don't care if they get misused or even worse if I misuse stuff...

It's a Japanese word that fans say when something makes them all excited. That part I took from Haruhi Suzumiya(anime), she refers to "moe" and costumes this way.
