Wellll.....the other solution could be some kind of....three way realationship but i have no idea if it's something yours characters could accept with the way you did their personality.
I feel Jack would have problem with that at first unless both girls tell him theu are totally fine with him sleeping and having intimate relationship with both of them.
For Rose, I think of the two girls, she would be the one who would be the most confortable with that and i don't see her having any difficulties with "loving" girls and playing on both side of the fence.
Megan though....i feel she would be the one having the most difficulties with sleeping with another girl. Rose would need to "teach" her a lot about how fun and full of pleasure it would be to have some sexy time with another girl. (especially with one "built" like her)
But the other big problem with that solution would be mainly ....you! (The author)
Not all author would accept to do such a scenario.
That idea is like asking for a pilot to fly through an asteriod field to save themselve. It's a very perilous and dangerous solution very few people would accept to do, but would totally work and save them if they survive doing it.

Really? I always thought the romance was between Megan and Jack but Rose was just a wall to overcome(I.e. a homewrecker placed in for forced romantic tension). That was my thought since the comic started. I thought that was obvious... Ever seen the anime To Love Ru?

How? Did you even pay attention to the relationships? Jack never showed any interest in rose ever. He always viewed rose as his little sister. Megan and Jack have more a spark. Even some of the romantic cliches were present there.

I know, and again that's the point. The author is making the side relationship obvious. In order to provide Rose with an obstacle to overcome.
Jack and Rose are step-siblings, not related by blood. But because Jack had grew up with mentality of seeing Rose as nothing more than a sibling. He can't really see her as a woman who likes him. Something that's beginning to change. If NG47 wanted Meg to be Jack's love interest, they would've focused it more on her.
It's a scenario that happens in a few mangas. The MC/Main Heroine, has a crush/interests in someone else. But as time passes. Their feelings begin to shift to another person.
I'm sorry if you're rooting for Jack/Megan. But unfortunately, that's. . .not end game.

Nah besides if that were the case then why would she write rose to be so manipulative? She seems more sinister and competitive when it comes to Megan. Besides that, why give rose all the powers of seduction, smarts, and innocent behaviors? Rose seems like a much more difficult obstacle for Megan to overcome than the reverse. Why put so many odds in roses favor?... Also I got one analogy related question for you to try to help me see your point of view but I can’t really ask unless you’ve seen the anime that I’ll be referring to for said analogy (in this case an analogy of this comic series compared to the anime To Love Ru).

The reason for her manipulation and competitiveness derives from her insecurities. Rose may have all these amazing traits about her. That would make her the perfect girl. But at the end of the day. She's still, in Jack's eyes, his younger step-sister.
Megan, when compared to Rose, may not have a lot going for her. But she still holds the advantage over Rose by being a childhood friend to Jack, instead of a sibling. And this is where the insecureness and competitiveness emerges. Rose, used the time Jack had been away to change herself into the perfect woman. Who would love Jack unconditionally. But it wouldn't mean a thing, as long as they're siblings. Albeit step-siblings.
And as for To-Love Ru. I know of it.

Rose = Lala
Jack = Rito
Megan = Haruna
Rito and Haruna both had secret crushes on each other without knowing so. Rito was trying to find the nerve to ask her out his whole life. Then Lala(a super busty, long pink-haired, bubbly and airheaded yet super smart alien girl) shows up on earth looking for a husband and by chance she bumps into Rito and from there is where the show starts. (See where this is going?). While it is a harem most people tend to argue more over Haruna and Lala and in this case it fits with our situation pretty well as the romance in this comic seems to mirror the one between those three in that anime pretty well. Which do you ship? That would have been my question had you seen the anime or had time to watch the characters develop.

Okay. . . So my explain is gonna spark a bit of contradicting. But hopefully, you'll understand what I'm trying get at here by the end of it.
In the case To Love Ru. It would kinda be a simple case rooting for the childhood. Both Rito and Haruna have known each other for a long time. They both have feelings for one another. But are afraid of saying anything because they don't know how the other feels about them. Haruna more so than Rito. Then out of nowhere comes a girl who, LITERALLY, crashes into Rito's life. And begins showing interest in him.
And this prompts an unfair obstacle to deal with. The girl is already shy and hesitant enough as it is with her feelings. Now, she has to deal with a girl who has NO problem expressing her affections to the same person she likes. This is a typical scenario in anime where you would root for childhood friend, more than the Main Heroine. A scenario I've encountered plenty of time reading certain manga. *Glares at Love Hina*
Now Brother Complex COULD have been the same scenario, except for one thing. Rose is not Lala. She knows Jack, arguably a lot long longer than Megan. The only issue here, is their status as Step-Siblings.
In Brother Complex's case; this is not a harem scenario. We focus on a relationship dynamic of two siblings, not related by blood. One who genuinely loves her brother and wants a relationship. While the other, is slowly trying to come to terms with how much his sister has change. Going from a little girl who he would constantly care for and dote on. To a full blown woman who is, for the most part, independent. And wants to form a deeper bond with him. A more loving one.
The reason why Jack/Rose's relationship works better is because. Megan, honestly, is your typical childhood friend. She doesn't really have a lot going for her, in my opinion, that makes her really interesting. Other than her simply having a crush on Jack. Basically, what I'm trying to say is that, to me, she's more or less the generic friend with romantic interest.
Rose is more interesting because after her incident. She used her new growth spurt as a chance to change herself into a woman. She was positive Jack would love. Someone was smart, beautiful and all-around athletic. Now, to others, she's the perfect girl. But in Jack's eyes, she's still his younger step-sister. And there in lies the main reason why this story is taking place. It's too focus on a girl, who loves her adopted brother, but has to work hard and struggle to change the her brother's mindset and make him see her as someone MORE than just his "little" sister.
While Jack has admittedly shown some interest in Megan. Feelings CAN change over time, it's not set in stone. And there have been many scenarios like this, Toradora being an example. Jack may not fully noticed Rose as a woman, but if enough time and tension pass. Emotion will run high and Jack will realize what type of woman he almost missed out on. Which is what's happening here.
That's my reasoning. Anything I missed or want to ask me. Feel Free, and I would love to explain myself some more.

1) Well, honestly, as basic and generic as this sound. He would've missed out on a woman who truly does love him. While that's not to say Megan's not the same. It's another instance where a person's influence has really affected a person.
2) There's honestly nothing wrong with that. He could have a regular sibling relationship with Rose. But that's not what Rose wants.
3) In a sense, both Rose's and Megan's love for Jack are obstacles for one another. Both are threatened by the other for different reasons. I feel like that's what the author's trying to go for a little bit.
4) True, some people might say that. But you'd be surprise by the amount of people who are back JackxRose, not just me. And even if they don't like the relationship. I don't think they'd give such a petty-like answer (The typical busty one).
5) Rose grew into a 7-foot tall woman in the span of one year. That alone is not natural. Despite what you may believe, Rose is not a normal girl. And in terms of her intelligence. The author did state in Rose's bio that "because of her unnatural growth. Her intelligence and physical strength skyrocketed as well." So not only is she smart, she's stronger than most students in her school. Honestly, if that alone isn't abnormal. I don't know what is.
6) Again also true, but honestly, when it comes to feelings and affection. They tend to change people in ways that honestly, I can't give a proper answer to. Rose is no exception either. I'm sure Rose wanted to maintain a regular sibling relationship with her brother. But maybe somewhere down the line, that change. Who knows what will happen from here on out? We can only wait and see.
7) As opposed to Rose, who would shower Jack with love and affection. I suppose in Megan's case, Jack would miss out on a more down to earth girl who shares some things in common with Jack. Gaming being one of them.
8) I've noticed a bit. But that's fine, it just makes me reflect on myself and why I support some of the characters that I do.
9) You've been hitting me with some heavy questions. I'll will say that. Honestly, that's good because it's helping test me and make me really think about WHY I ship Jack and Rose together.

4 was mainly hypothetical. Referring to it becoming a mass hit anime or manga series. And hypothetical fan reaction. Well except for the advantage part. Rose does have more of physical and mental advantage. She’s (IMO from the series start) a final boss that somehow got a hold of every power/power up in the game(intelligence, power, height, bust, enthusiasm, bubbly personality, and drive) compared to Megan who’s just your average, run-of-the-mill High School girl. Which one seems more like a wall to overcome?
Also I knew the growth was unnatural. I didn’t read the bio tho. The reason I knew was based entirely on conversations with the creator when I first started questioning her growth near the beginning of the series before he/she made the bio. I faved it I think. Just didn’t read it.
(There wasn’t really a cause I was just really tired and stressed with a pinch of bored added in so when I saw an opinion that didn’t match my own I just sorta responded and said “eh what the heck, why not?” and just put down something to instigate some discourse. The stress is probably due to starting a trade last week and not being fully used to my new surroundings yet.) (Also I went ahead and gave u two faves and a watch :3)

Honestly I thought the main character was Jack and that the story centered around him making a choice between the two all the while Rose was doing her best to win him over to her direction. I understand why you prefer it but in all honesty you were right in the fact that it wouldn't change my point of view as well as the fact it could go on forever due to one of us always finding flaws in the logic/statements of the other :/.(Yeah friendly discourse is best discourse :3)(In all honesty one of the main reasons that I think Rose shouldn't win is because the unnatural growth feels like a cheat. Like that one guy in a group who decides to use cheat codes on the final boss instead of just using his natural skills. When the group wins it's not as satisfying as it would've/could've been.)
