Talking about the guy who drew the picture/posted the picture? His description and title for the picture is in English, how is anyone supposed to just know that he doesn't speak English? Everything points to it, actually. (maybe not necessarily speak but probably read/write at least)
Not everyone looks up every detail about every artist on this website. From a quick glance, the guy knows some English (or has someone who can read/type it for him) just by looking at descrip/title.
Really not sure what you're going on about, especially since everyone is still free to discuss it anyways.

Not really. I don't see any reason to think that. It's just phrased differently from what you would type but that means nothing
Example : The photo description is "One of the drawing of 2015 from my Twitter."
An native English speaker would probably have typed "A drawing from my Twitter in 2015" or "One of my drawings I did in 2015 on my Twitter" something similar instead and upon further research (which many won't necessarily do) the drawer is indeed Japanese. There's still zero reason to believe it's google translate.
I live in France and people here don't speak or use the best/fluent English all the time but when they phrase things, it's still understandable even if it's not phrased the same way you would phrase it.
There's a huge difference between "English is my second/third/fourth/etc language" English and "Google translate" English, it's pretty easy to differentiate.
It's slightly subtle, but I still actually think it's obvious that the guy does know English and that it's not his first and/or primary language. I feel a little silly "debating" on this but I have free time that's why, but thought I'd get it straightened out (fyi). Plus there's what MN-DVNT said.
