Alrighty, here he is, the "brains" (self-proclaimed) behind the Phantom Thieves. It's....Morgana. I'm not gonna lie. I don't like Morgana. I find him preachy, annoying, and "holier-than-thou" who can't dish what he gives out. And his constant lusting after Ann even after she makes it explicit she finds it weird is creepy.

Just an all around annoying little mascot, but he's a Phantom Thief so...here.
