Голограмма... Сочетанием настроек слоя c голограммой, Layer style, Blend mode, Layer Mask.
На примере шара.
Сначала на новом прозрачном рисуется прозрачный в центре шар.
Потом создается паттерн черно-белые полоски.
Blend mode слоя с шаром выставляется на Screen (можно Overlay и Soft Light, или любой другой который вам подойдет больше), а Opacity на 50%.
Дальше идем в Layer style - Pattern Overlay, в Pattern выбираем полоски, blend mode ставим на Soft Light, opacity ~35%, scale - взависимости как будет лучше выглядеть. У меня был очень большой рисунок и поэтому стояло 500%, для маленьких может потребоваться и 50% и 10%.

In G1 it is impossible for them to coexist - Megatron is turned in to Galvatron and Shockwave, i think, had died in Unicron's attack. But this is alternate universe

Yes poor shockwave died, his command tower was smashed by unicron's hand and then unicron threw the broken command tower in space. So this universe's cyclonus isn't bombshell, skywarp or another insecticon?

haha I was just messing around. Its obviously Megatron. In the cartoon show, Astro train says in an episode "It wasn't like this during the time of Megatron", and Cyclonus quickly says "You mean Galvatron!, all hail Galvatron (3 times)" so ya, Megatron/Galvatron are the same guy. But honestly Galvatron is better, I'm happy Megatron became into him.

*shivers* this is sharp! Strong contrast and I love the stern expressions on all three warriors. I also like how you've streamlined their forms without making them looking silly. The hologram is really, really nicely done. I get the impression that this is a secret meeting-and yeah, had it been cyclonus rather than Starscream backing Megatron up, I have no doubt the Decepticons would have won long ago. A chilling thought.

Indeed only Megatron as leader, Shockwave as second-in-command and Cyclonus as head of millitary intelligence were present. Even Starscream (though his role would be one of major ones in the events to come) didn't know every detail about this council and operation that was discussed there.
Sadly even if Starscream wasn't Megatron's second he still had enough influence and power to ruin Megatron's plans and schemes. Not even united efforts of Shockwave, Cyclonus and Soundwave could prevent this.

Starscream's reputation proceeds him at every point. In your fanfic, how deadly (and serious) is Starscream? Does he have his own army? Your work intrigues me.

It is my friends' fanfic, i only illustrate it.
Starscream is very dangerous, mostly because of his cunning and how smart and cautious he is. He's a good tactician but strategy and warrior skills are not his strongest sides. While dangerous Starscream is still useful. He is Air Commander of the seekers, former Cybertron air forces. And very loved and respected by them. The main reason why Megatron keeps him alive is seekers' loyalty.
