This could be purely friend-ship antics (and let's be honest, Ruby has it in her to do something like this) and he still wouldn't like Ruby. Jacques is a man who loves his daughter as a child and doesn't respect him. Maybe he's sexist or just that horrible, but his daughter being with someone like Ruby would rub him off the wrong way. Maybe even if gay relationships would be 100% not-scandalous in Remnant.
Not that he'd show it to Ruby's face of course. He would play it off and shower it down on Weiss otherwise.
