I guess that person meant it should be labeled "mature". In that case it's correct because even though you can't see anything it still has some nudity and there's something sexy going on... so it needs to be marked "mature" (not being censored).

There's nudity because the girl to the left has no panties. It's the way the girl to the right is sitting in a suggestive way on the left girl and the fact both are in underwear what makes it a sexual situation... it doesn't have to be explicit sex for it to be sexual. It's not the suggestiveness what makes it's mature. It's the combination of no panties + sugestiveness. It's obvious this is no innocent scene.

First, this drawing is allowed here as long as it's marked "mature" which is what I think you meant should be done. There's an option that doesn't let people under 18 see certain drawings. Now if children lie about their age that's their fault. You can't mess up the whole internet because of kids that are doing something ilegal in first place (lie about age).
Second, "imo" is short for "in my opinion". All over the internet people use short versions of words. Don't call them "ignorant" because it's part of a big comunity so the fact you don't know about it makes you the ignorant when you come inside this comunity.
