I tried to move the eye around the image rather like that of a flitting insect or fairy in this case. It's all done with PS and the blur tool for the motion. I used Sveva's calligraphy brushes at about 40% opacity. The BG is done with DOF though. Shiba has some tips here about doing it. thinkdrawart.com/5-ways-to-creβ¦
