You can get NCR Veteran Ranger armor as soon as NCR Veteran Rangers start appearing. Doesn't happen until later in the main quest, if I remember correctly.
As an alternative, if you have enough NCR fame, you can get a key to an NCR safehouse with some NCR Veteran Ranger armor in it, but that's the only place it appears in the game world other than equipped to rangers.

i got the game a couple days ago (along with three other games and 2 map packs) and so far I've sided with the NCR but now they want me to blow up the Brotherhood but i don't want to lose (randomly forgot her name, lol, but i also have ED-E) the girl from the brotherhood (recruited at the 188 stop) with the powerfist.
Ed-E and her make a great combination. people i can't see, lasered, people too close for me to shoot because i prefer ranged weapons, punched.

You can talk to the Elder about negotiating a truce with the NCR. You'll get a bit of NCR infamy, but you don't have to blow up and/or kill everyone in the base.
As you probably already know.
