I suppose as 'not fully returned power' assuming his 'uncomplete reform' shihakushou and he still has his badge as weapon. Also I think this stage isn't complete yet.
But then again, I dunno if Kubo-sensei will make any difference to his shinigami form.

I'm so wanted him to return! Ichigo was strong because of him too, he used to use hollow power a lot! I couldn't imagine when his shinigami power returns without his hollow power. He will become weaker than before.
