mmm... If I understand correctly(which I'm not sure I do), calling it a cameo kinda implies that his appearance has no weight in the story. In reality, you get more "hints" on the plot from him in this one shot than you do from anyone else in any other page so far.
Although it's hard to tell what's necessary when I can never tell how much anyone has figured out already.

He, personally, isn't important to the plot(as far as I know there are still things that aren't set in stone), but he had to be in this one page because only he can deliver the right exposition in this particular manner.
