Even though they never revealed his backstory in the cartoon, some episodes did give a few hints on his background. In The Amazon, we meet Professor Von Slickstein, who is said to have been the man who gave Gadget his gadgets. The same scientist returns in a few season two episodes where he helps the Gadget gang prevent M.A.D. from killing the Inspector's ancestors in the Stone Age, Ancient Rome, and 19th Century England.
I've also read a source that stated that the 1992 toyline by RAND explained he had his gadgets installed while he was at the hospital after slipping on a banana peel.
Of course, like all cartoons, Inspector Gadget can have continuity issues. It's also clear that DiC apparently loved the idea of an evil Gadget. Most people may remember Robo-Gadget from the movie, but the idea was first used in The Amazon and Doubled Agent. Heck, even Gadget Boy and Gadget & the Gadgetinis toyed with the idea of Gadget having an evil twin.
