Why?
DW fans should know that 3d Doctor was exiled to the Earth unable to travel anymore. For him it was like a prison for 079, I think.
It still doesn't have a better explanation, but it's a thoughts chain I made this pic with.
And 3d Doctor is tall and slim, so is my human?079.
