Well, overall the coloring for something like that, i first sketch what i want to draw then i do base colors and then add shading and the works. You have to keep in mine it's lineless but you still need that contrast to separate the parts, lie the neck and the head and overall the different locks of hair.
For the hair in particular, i first colored the simple colors including where i want it to be darker and lighter (the darker for the hair behind and whatnot) and then i used the marker tool (i use sai) and do some blend, giving it depth, not complete blending where you cant tell the colors apart, make sure the colors and still clearly separate, and then i used the blush tool with the bristle texture as to act as strands of hairs and what not
overall i experimented A LOT cause thats not how i usually color, just tried it out and i guess it looked nice, so just experiment
