After the events of Alabasta, the mighty Warlord Crocodile was defeated by the all new rookie Luffy and his straw hats took down the Baroque Works. All were captured and arrested by the Navy, expect for one, Miss All Sunday. Vivi found her where she's left with her father, being placed by Luffy, Vivi instead of sending her to the Navy, she decides to want some fun with her. She shrank her and took her in, now she's going to punish her as the Princess of Alabasta.
