Yes, you read correctly! This is ONE OF Terraconiss' daughters!
In his backstory I mention that he has two daughters, and Launa is one of them. But how on earth is she blue and her element is water?!?!?!?! She is Terraconiss and Checuti's daughter, he didn't cheat on her with anyone, Launa is just a crazy genetic spoof! It may be due to the intense amount of genetic problems her mother has...But Terraconiss still loves her nonetheless.

If she ever feels like the odd one out she should hang out with some of my character. They truly are odd and a few of them are really friendly (Gracia is to friendly... )
And she is not as much as a genetic spoof as S.T.A.R.D.U.S.T. (ignore the fact that he was a genetic science experiment... 
(Now S.T.A.R.D.U.S.T. is some one I am going to have a hard time finding a dragoness for XD He is anti-social and most people see him as a total freakshow. Isaiah, Gracia, Zifer, Heather, Frostlight. and Paul don't see anyone as a freak though... so he is usually around one of them.)
I hope she can complete her main quest

Because of her appearance and her difference to her family's element, she is very shy and doesn't socialize much. She was also picked on when she was a hatchling by Cratos and that lowered her self confidence even further. (I've got a picture for that about 60% completed in my files somewhere).
