When a DRAPAYA evoloves into DRAGIANTH, its bud blossoms into a big flower, which slowly starts to close again by training it.
The full closure of the flower evokes the final evolution.

Meh, I'm not sure about a Starter becoming a Dragon. It's a terrible Idea as Starters are meant to be balanced and represent the Elemental Rock Paper Scissor Trope.
Dragon resists all of Types of the Starters(And Electric), thus adding a Dragon Type to any starter ruins this balance and let's get into giving a Water Starter the Dragon Type.

The fact that it's a Grass/Dragon-type isn't the problem. The problem is that the middle stage gains Dragon-type properties. That's too early to obtain a decent Dragon-type Pokémon. They're obtained at a later point in every game because you're supposed to work for them. Bagon and Tyrunt are the only exceptions since Bagon can be obtained after getting your first badge in X/Y and you can get a Tyrunt via fossil restoration, but they're not really exceptions because you still have to work to make them worthwhile Pokémon. If Dragianth is made into a pure Grass-Type and it's evolution the Grass/Dragon-type, the balance will be restored. Your other two starters need to be able to learn moves that one type isn't really resistant to but the other is weak against as well, or Ice-type moves since both types are weak against it.

a grass/dragon, needs to be done. this is just pure epic. i love that u have this all well done, a moveset of ur own even, with ur own new moves. just damn, the pokemon company really needs to look into ur stuff, just awesome.

Are those leaves acting as a mane of some sort or are they part of the tail? And for some reason it reminds me of an Ivysaur.

Yeah, I think I should someday draw it from the side/ back, as the leaves are supposed to be rather the mane and the back is now free of any plant-like layers and in yellow
