Hi M... thank you ....
draw the shape you want your spotlight, Polygon Lasso Tool, add a gradient, color you want, go to Gaussian Blur tool, blur till you like it, then reduce Opacity to taste!
For the harsher highlights in the beams, set your Dodge Tool at about 15% and rub to bring the highlights up...
