If it were the Nasu-verse I'd suspect Gaia or something similar going nuts, but in the Nano-verse...
by creating several greater powers, all small organisations are forced to pick a side while increasing the overal military power
if there is an invasion from another Dimension or an Catalsym brewing it would make some sense
