It's a limited edition Pinky St doll based on EMI from Tenjho Tenge. The wings are obviously Photoshopped...
I'm guessing the only place you'll get one now is eBay.

she is indeed Emi... she's a Pinky St doll... hlj.com in Japan did have them in stock but are out now... try ebay, they're still available but going up in price. I also have Aya and Maya in the same style!!

wow... $100! damn! that wasn't from hlj? They are far too fairly priced, they tend to sell at Japan retail prices and leave the shipping, whether air and EMS (pricely) or Sea (cheaper) to you.
On ebay the shipping choice is upto the seller... there is a guy in Taiwan who is not cheap but generally has the rarer Pinkys...
I was bidding on the 'Gunslinger Girl' Pinky... she is now over $100 just for the doll. I gave up
