A new main protagonist for The-Neonverse AU.

He's a newcomer to Platinum City who moved in after Devon defeated Zanthaniel. He soon arrived as he heard many things among the new city his family lives in regarding to superheroes, robots, and other occurrences as he wouldn't let it ruin his life. Like Devon, Collin too is a Quirk User and a fan of Pokemon as he likes to hang around people who are into either of them, as he wished to fight the Neon Hero himself with his Quirk, Cobalt Bolt. He has heard about Devon's adventures and his battles with his enemies as he would soon become a major ally to him and soon began his journey. Quirk: Cobalt Bolt - Allows the user to emit blue electricity and uses it to electrocute their opponents or charge machines in some cases.
