And yeah; Burk's got the most straight lined story, mostly to allow for more humour in his story arc, Noah's similar to Tobi's, but he's too much in a comfort zone [aside from the terrorists] to really, y'know . . . have twists all over?

Yeah, that's a fair take, and kind of the one I was looking at. I prefer the drama over humour a lot of the time. While Burk is awesome and funny, Tobi just seems more interesting and better in general.

I do think it's good to have a little [...well, a lot] of both though.
Humour is important, it prevents a story from being "too serious" in a negative way.
