No, really. We saw Soundwave get shot right after Thundercracker. He was down, but where he apparently got shot, it probably was neither lethal nor crippling.

Though you'd expect to see some damage, we only saw the explosion when Optimus Prime's ion blaster hit Soundwave, and not the point of crippling or lethal impact where we graphically saw Brawn, Prowl, Ratchet and Ironhide get shot.

Even Ramjet was easily seen as a direct hit despite being seen from behind.

But Soundwave could easily have been a graze, and possibly thicker armour to withstand the ion blaster to keep Soundwave functional as long as it was not a direct hit like Ramjet and Thundercracker.
