Rather it's a Federation fuel refinery that collects hydrogen, helium-3 and deuterium from stars, deep space and gas giants.
It's a more refined design from this:

And the term, "gas station," is from the episode, "Lost in Translation."
The fuel refinery has basically 3 different configurations, and letters to correspond to those configurations.
The parts without letters are the common components that are shared with all 3. The fuel pods, central habitat, radiators, engineering, even the fuel processor and vent.
Configuration A has the meshes that start with the letter A that has a conventional ramscoop with a pair of solar panels that rotates to collect solar energy. They can either collect fuel from deep space or use tractor beam technology to collect fuel from gas giants.
Transparent pivot points are on the solar panels so they can turn.
And configuration A is what's shown.
Configuration B has the meshes that start with the letter B that collects fuel from stars. It simply has the electromagnetic field generator and funnel to collect ionized gases from the star, so no need for an ion beam emitter -- the part of the ramscoop that glows red.
It also has added solar panels that are fixed to power much of the station, the fuel refinery and collector.
Configuration C has the meshes that start with the letter C, and they're used to add to Configuration B with additional solar panels and an electron collector.
The EM funnel collects the ionized gases from the star, while free floating electrons that are normally repelled by the EM field are collected in spikes to neutralize the gases.
Despite me having thermoelectric generators and cold fusion cooling units (Star Trek Into Darkness) on ships, the station uses massive radiators to keep the station cool. This is because if it's relatively close to a star, thermoelectric generators and cooling systems can only do so much, and the station still gets excess heat that needs to be vented.
They're on configuration A to keep the design simple, and configuration B was developed before configuration A
But it still has the same heat dissipation units as on, "Catspaw," or thermal "diodes" that when powered up, heat only transfers in one direction -- I don't know how.
The pair of radiators on top of the habitat section is more to balance the engineering section down below.
Unlike Bavali Station that serves as a gas station in the Bannon nebula, these refineries collect fuel, and the tanks are taken to a starbase to refuel ships there. The starbase processes the fuel to become metallic helium-3 and deuterium for ships that don't use antimatter -- but still use dilithium crystals, so the Burn plot is still safe.
