Yes, but technically it is part of the empire. Also, if the Nords had waited they would have the full support of the empire when they rise up against the Dominion. Cause lets face it, nobody like the Dominion. Tullius doesn't even like them. Also, on top of the fact that Ulfric is a sleeper agent, he's xenophobic. There is no reason for that. The snow elves are gone. Ysgramor's sons are avenged. And what did Black Marsh do to Skyrim anyway? I mean sure, the dark elves are creepy and the high elves are snobby and the bosmer eat their dead, but should we really hold cultural differences against them?

No, it's okay. I was only making a joke. I actually totally agree with you on all these points. Traditions are never easy to let go of, especially for races like the Nords. Let's just hope when Elder Scrolls 6 finally comes out, things are resolved for Skyrim without too much heartbreak.
