If you are using Windows Style Builder what you need to do is untick 2 CompositedOpaque
Start Menu - Menus - Aero - ListView
Start Menu - Menus - Aero - StartMenuCompoitedMFU::ListView
The second one is what seems to make the difference, not sure what the top one effects.

I Didn't really get what you where saying but yes i'm using windows 7s tylebuilder , should i go to windows 7 > start menu > aero? then what?

In both those locations there are Composited Opaque: Bool properties and they need to be deselected to enable transparency.
