I think Wario and Waluigi are enough. At least it works for both of them, unlike to the princesses or other characters. In Super Mario RPG there's even a "Wayoshi" called Boshi, but he was just ridiculous as a "evil Yoshi".

It's been considered a bad choice to want to make Wapeachy, but I think it would be great. I suppose Shigeru has absolute control over this stuff. I always tended to consider Captain Syrup from Wario-land to be the anti-princess, she's a girl, she's a lot like Wario in being greedy and mean, and there is potential for love interest between Wario and Captain Syrup. Plus, she's opposite in many ways to Daisy or Peach, she's outgoing and self-made, and leads a band of pirates, always trying to beat Wario to all the gold.

You're half right. Wario is more disgusting and greedy than "evil". Wario is an anti-hero. Waluigi is more sinister, even more than Bowser is. Waluigi is an antagonist.

In Mario Tennis 64 and Mario Party 3 Waluigi is sinister. In Mario Party 3 Story Mode he fight Bowser and won. Now Waluigi becomes an idiotic Wario ripoff rather than a really evil character. i liked the sinister, evil Waluigi more than his current character, because this fits him more.

The thing is, 'Wario' and 'Waluigi' are puns in Japanese, and it doesn't really work with anyone else. (And 'Waluigi' doesn't work in English, but 'Eviluigi' would be pretty close.)
