Tallest Red and Purple
As Serperior. Serperior are known as Regal Pokémon, and regal means "fit for royalty". Well, royalty leads to being a ruler or leader, and the Almighty Tallest are the leaders of the Irken Empire. Serperior are also pretty tall, so these traits would fit Red and Purple.

GIR
As a Lillipup. We know that GIR's disguise is a dog, so I decided to make him a dog Pokémon. Dogs are known to be loyal to their owners, and GIR is somewhat loyal to Zim. Lillipup is also the smallest and most playful looking dog Pokémon, so that would suit GIR.

MIMI
As a Purrloin. MIMI has a cat disguise, so I decided to make her into a cat Pokémon. Purrloin is known to be devious and causing mischief, which are the traits that MIMI has. Purrloin is also one of the smallest and most mischievous-looking cat Pokémo, so that would suit MIMI as well.

Ms. Bitters
As a Mismagius. I thought that Ms. Bitters would most likely be a Ghost-type Pokémon, and I chose her to be a Mismagius. Mismagius is known to cause misery, which Ms. Bitters does to her students and other people. Ms. Bitters also looks suitable to be an old witch, and Mismagius looks like one.
