What time of night was this taken at? near sunset or near sunrise... or just somewhere in the middle?

also besides the settings you mentioned in another comment, were any filters used?

This is an incredible image, something that i'd love to learn how to do on my own camera

It was done 3 hours after sunset, so the only light source was the night sky, not the moon or the sun.
IR filter, >650nm

might have to get myself an IR filter then. i just got an ND filter set (ND2/4/8) i've seen some good night sky photos with those as well.Β 

a lot of my issues come form being pretty close to a major city so if i can use a filter to reduce the light pollution where i am, i may be able to start getting some nice shots of the night sky

From my experience, there is less dispersion in IR, and less light pollution in IR, so the night sky is a bit more clear in IR, especially near city lights.
The other thing you get in IR is airglow. Β From about 900nm and up, it gets pretty bright.

Toward the end, you can see the wavy blue airglow in the sky.

fascinating. so to keep down on the airglow, would you suggest sticking closer to the 650nm filters?

It doesn't matter, the 650 longpass will still let 900nm through. You need something that blocks above 850nm.

For sure, the hot mirrors are a bit spendy, and you will have a pretty significant light loss, but other than that, it'll do what you want.
