No option to have Shepard yell out and offer them a chance to surrender while in combat...

Well, as far as they might have known, (at least, at certain times), they were merely fighting for their lives.
You know how in GTA4, Nikko Bellic constantly yells out taunts whenever he's in intense combat? Or in ME3, how Shepard takes jabs at Leng during Cerberus HQ? Or in DA, your character yells out things in combat?
Well, in a similar manner, I wanted (my) Shepard to, at the very least, yell out offers of mercy when fighting the Asari.

Fair enough. A mostly Paragon Shepard could have been yelling out calls to drop their weapons and surrender, while a Renegade Shepard could have been yelling trash talk and taunts.
Although not too often, it could get annoying like that "Enemies everywhere!" from the NPCs in ME.
You'd do it for Mercs, Cerberus, and so forth. Reapers, Geth, Collectors, Robots, and so forth wouldn't care.

Indeed, I would constantly be telling them that I mean them no harm, and to hold their fire. That mission where you hire Samara was an excellent example, out of many, where you could have simply purchased the information concerning the name of the ship Morinth escaped on.
But Bioware was determined that you fight for it instead, and thus made diplomacy unavailable as an option.
I totally agree with your last line; and apply the same concept with special ammunitions. For example, I never use incendiary ammo against mercs and other sentient targets (especially if they're chicks), but I tend to use it without a second thought against Reaperized targets.
